Before the January 2025 fires, 1,600 homeowners in Pacific Palisades were non-renewed months before flames arrived, illustrating the widening gap between risk and protection.
Regulatory Response
In January 2025, Insurance Commissioner Ricardo Lara issued a one-year moratorium on non-renewals and cancellations for properties within or near the Palisades and Eaton fire zones.
This policy includes protection for homeowners whose insurance was set to be canceled within 90 days before the fires - offering temporary relief amid unprecedented losses.
However, this is not a long-term solution, and many property owners remain vulnerable once moratoriums expire.
Impact on Homeowners
Thousands of affected residents are now being forced into the state’s FAIR Plan, a last-resort option offering limited coverage at significantly higher premiums.
Others are turning to surplus-line insurers, which lack consumer protections and often come with much higher costs and limited benefits.
